A real estate developer and investor from the late 19th and early 20th centuries, Randle contributed to the creation and development of several neighborhoods in the city, including Hillcrest and Congress Heights.

He later chose to move with his family to a Greek Revival mansion in the area that is now known as Randle Heights. His dwellings were so splendid that they soon became known as “The Southeast White House”.
